DCV and its Network of International and National Partnerships

 

Depósito Central de Valores (DCV) has a broad network of partnerships and memberships both in the international and local markets, whose aim is to find instances of cooperation, contribute to the development of the market, and strengthen its commercial value proposition.

 

America's Central Securities Depositories Association (ACSDA)

ACSDA is an organization comprised of Securities Depositories and Clearing Organizations from 30 countries of the Americas region. Its purpose is to exchange information and experiences among its members in a spirit of mutual cooperation and promote best practice recommendations in services and support local markets in their efforts to adopt securities market regulations.

Currently, DCV is part of ACSDA's Executive Committee, where Javier Jara Traub, Legal and Corporate Affairs Manager of DCV, is its Chairman.

Association of National Numbering Agencies (ANNA)

ANNA is a global association of National Numbering Agencies with more than 92 members that operate as numbering agencies for the securities markets in different countries. Its role is to assign unique identification codes to the financial market securities in more than 120 countries.

DCV has been a member of ANNA since 2001, and since 2018, Claudio Garín, Operations and Services Manager of DCV, has been a member of its Board. In June 2021, Claudio Garín and DCV, now through its subsidiary DCV Asesorías y Servicios (continuing its functions), were re-elected for three more years.

International Securities Services Association (ISSA)

ISSA is an international organization comprised of professionals from different industries dedicated to managing technology risk and protecting critical information and infrastructure. Its primary mission is to contribute to developing and promoting solutions that create efficiencies and mitigate risks within the international securities services industry.

Currently, DCV is one of the 120 members of ISSA and participates actively in a workgroup on Distributed Ledger Technology – Principles for Industry-wide Acceptance.

Javier Jara, Legal and Corporate Affairs Manager, and Claudio Calderón, Project Manager at DCV, participate in this association.

World Forum of CSDs (WFC)

The WFC is comprised of the five Securities Depositories regional associations that together represent approximately 135 CSD members:

  • Asia Pacific CSD Group, ACG
  • Central Securities Depositories and Clearing Houses of the Americas, ACSDA
  • Association of Eurasian Central Securities Depositories, AECSD
  • Africa & Middle East Depositories Association, AMEDA
  • European Central Securities Depositories Association, ECSDA

Its mission is to provide a forum for regional associations of CSDs to exchange views and take forward projects of mutual interest and increase their influence and participation in inter-regional and global developments.

MARKET DEVELOPMENT AND COOPERATION NATIONAL PARTNERSHIPS

 

Centro de Estudios Financieros (CEF), ESE Business School

In 2020, DCV and Centro de Estudios Financieros (CEF), ESE Business School, signed a cooperation partnership. The initiative seeks to promote topics such as financial education and new technologies and innovations to strengthen the local financial market.

Inclusion and Financial Education Committee, (Mesa de Inclusión y Educación Financiera, MIEF)

The Inclusion and Financial Education Committee (MIEF) is an initiative that involves 11 private entities of the country linked to the financial world: Association of AFPs, Association of Insurance Companies, Association of Banks and Financial Entities (ABIF), Cajas de Chile, FinteChile, Centro de Estudios Financieros (CEF), Mutual Funds Association, Association of Investment Funds Administrators (ACAFI), Santiago Stock Exchange and the Electronic Stock Exchange (BEC).

Its purpose is to generate an instance of collaboration in the financial industry, working together to look for synergies and improve financial education in the country. One of its goals is to contribute to the knowledge of these topics to promote joint and orderly communication and cooperate in the improvement of personal finances.

COMMERCIAL PARTNERSHIPS, CROSS-BORDER AND NATIONAL CUSTODY NETWORK

In the context of the Cross-Border Custody service, which allows DCV participants to invest their securities abroad, safe custody their securities in foreign countries similar to how they would be held in local custody, DCV has subscribed agreements to open securities accounts with international securities depositories and global custodians, becoming part of an international custodian network that allows it to keep instruments abroad in the representation of its depositors.

Similarly, DCV has subscribed agreements to open cash accounts to facilitate the settlement of transactions against payment on foreign securities made by its depositors and make any arrangements associated with the exercise of capital rights.

To date, DCV has agreements with the following entities: Depository Trust Corporation (DTC), Euroclear Bank, Citibank, Indeval, Cavali, DECEVAL S.A., where the three last entities are related to the Latin American Integrated Market (MILA).

AUNA

Finally, the most recent partnership is between DCV, the Santiago Stock Exchange, and the Gtd Group to form AUNA, the blockchain solutions ecosystem for the financial market in Latin America.

This platform allows for creating new business models based on removing information silos safely and robustly, with a quality seal provided by the support of its founders, keeping the privacy of information that characterizes the financial market as a solution enabler.
