Depósito Central de Valores (DCV) is in a continuous quest for excellence, and the Business Continuity Management System (BCMS) is in line with this principle. Having a plan is more than a strategic decision, it’s an ethical one, given the role that DCV plays in the securities market. The Company has decided to protect the life and physical integrity of collaborators and to be the last component of the financial system to cease operating in case of an interruption caused by a crisis or unexpected disaster.  Such was stated by André Medel, the entity’s Business Continuity Official, who praised the work done, which has allowed DCV to endorse the processes performed by obtaining two international certifications:  BS 25999 and the ISO 22301 standard.

 

Without a doubt, DCV’s senior management has played a significant role through leadership, commitment and participation in the decision making process to define the undertaking in two areas: strategic and operational.

In this context, the executive emphasized that DCV submitted voluntarily to international evaluations to achieve in September 2013, the certification of the BS 25999 standard and the ISO 22301 standard last May, with a range that includes all the critical services provided by the Company and which placed it as the second company in Chile to achieve this international certification. 

 

BENCHMARK IN LATIN AMERICA

 

The balance of the business continuity management system is positive for DCV. This performance has produced resonated in Latin America, where the Company has been invited to share its experience with all the community at the regional level.   “Among those who share the responsibility for business continuity management in the region and in Chile, it’s said we are looked upon as a benchmark. This drives us to continuous improvement and to set more demanding targets.

INTERNAL CHALLENGES

 

DCV has a program of continuity tests and drills – the first are planned and the second are without prior warning – ensuring that there is no business impact.

 

Medel explained that given the experience, the challenges in this matter are five:

1.- To stress the strategies defined, and direct the plan towards drills, for example, perform the alternating of the production sites together with the activation of the emergency committees in hours close to the start of the workday.

 

2.- Sensitization and training to floor leaders, who are responsible for performing the evacuation drills  in case of emergency or disaster.  We have worked hard on practical training. Now is the time to devote efforts to developing the soft skills of these leaders, which allow them to face cases where a collaborator cannot remain calm or control his/her emotions, for example.  The idea is also to introduce a series of new concepts, such as tutors, which provide support to a person who requires more assistance during an evacuation exercise.

 

3.- Communicational training to company spokespeople so that they have the best resources to communicate an unexpected event.

 

4.- Maintain the ISO 22301 international standard, which involves annual audits by the certifying company, in addition to the internal audits.

 

5.- Promote the continuity culture among DCV collaborators through presentations from experts who share experiences related to crisis situations.

 

Finally, Medel states that all the experience in business continuity accumulated by DCV directly benefits its collaborators, clients and the market as a commitment has been taken to properly respond when facing a disaster, crisis or major interruption. The commitment is as follows:

 

1) DCV can recover its service in 2 hours.

 

2) DCV is prepared so as not to lose information.

 

3) DCV is concerned with the physical integrity of collaborators and the people inside its premises.

 

4) DCV does not think of critical services in an administrative way, and therefore it is not prepared for its operation to be performed in terms of papers or ledgers due to the volume and implicit risk of the transactions.

 

5) DCV has provided and prepared two production sites in Chile and a third one in the USA, with high availability.

 

6) DCV complies with the governing law and regulation.
